On February 18, the Shanghai Maritime Safety Administration issued the "Notice on Implementing the <Yangtze River Protection Law> Requirement to Prohibit the Transportation of Highly Toxic Chemicals and Other Goods in the Shanghai Section of the Yangtze River". The notice stated that the "Yangtze River Protection Law of the People's Republic of China" ( (Hereinafter referred to as the "Protection Law") will come into effect on March 1, 2021. The second paragraph of Article 51 of the Law stipulates that “the transportation of highly toxic chemicals on the water in the Yangtze River Basin and other dangerous chemicals prohibited by the state from transporting through inland rivers are prohibited”. According to this article, "highly toxic chemicals" and "other hazardous chemicals prohibited to be transported through inland rivers by national regulations" are prohibited goods in the Yangtze River Basin.

   According to Article 54 Paragraph 3 of the "Regulations on the Safety Management of Hazardous Chemicals", the "Very Toxic Chemicals" referred to in the "Protection Law" refers to the State Administration of Work Safety in conjunction with Industry and Information Technology The "Catalogue of Hazardous Chemicals" (2015 Edition) (see Annex 2) formulated by the Ministry of Industry and Information Technology and others is marked as "highly toxic" chemicals in the remarks column; the "other hazardous chemicals prohibited by the state from transporting inland waterways" refer to traffic The chemicals listed in the "Catalogue of Inland River Embargo Hazardous Chemicals" (2019 edition) formulated by the Ministry of Transport in conjunction with the Ministry of Ecology and Environment.

   According to Article 2 of the "Protection Law", the Shanghai section of the Yangtze River belongs to the main section of the Yangtze River in Shanghai as specified in the "Protection Law". Entry and exit, transit, and transit shall be prohibited from March 1, 2021. Transshipment of the above-mentioned prohibited goods, including bulk and packaging, is transported by ship. According to its Article 90, those who violate the regulations shall be ordered to make corrections by the competent department of transportation or maritime administration of the people’s government at or above the county level, the illegal gains shall be confiscated, and a fine of not less than 200,000 yuan but not more than 2 million yuan shall be imposed. Those who are directly responsible The person in charge and other persons directly responsible shall be fined not less than 50,000 yuan but not more than 100,000 yuan; if the circumstances are serious, they shall be ordered to suspend business for rectification, or the relevant permits shall be revoked.

   In order to implement the requirements of the Protection Law, the Shanghai Maritime Safety Administration urges all shipping companies in Shanghai Port to attach great importance to the foregoing requirements. From March 1, 2021, ships are strictly forbidden to carry toxic drugs and countries. It is stipulated that other dangerous chemicals transported by inland rivers are prohibited from entering, exiting, transiting and transiting the Shanghai section of the Yangtze River.
